Working as an athletic director at various schools throughout her 20s and later at i9 Sports, Shannon Pugh recognized that local flag football programs felt more transactional than developmental. Parents deserved better value, and kids deserved better instruction.
“The options in our town weren’t really teaching flag football. It felt more like a money grab and I wanted to create a new path,” Shannon Pugh explains.
As a dedicated Los Angeles Rams fan and lifelong football enthusiast, Shannon Pugh saw an opportunity to combine her professional expertise with her passion.

Three Pillars of Excellence
According to parent feedback, NFL FLAG Ventura County stands out in three ways. First is communication. Shannon Pugh prioritizes keeping families informed at every step, ensuring no one misses important information or feels disconnected from league activities.
Second is the league’s innovative divisional structure. Rather than grouping children solely by age, NFL FLAG Ventura County creates beginner, intermediate, and advanced divisions within each age bracket. This ensures newcomers learn fundamentals alongside peers at similar skill levels without feeling overwhelmed, while advanced players get the competition and coaching they need to continue developing their skills.
“Parents tell me they love that their beginner doesn’t feel lost in the shuffle,” Shannon Pugh notes. “My parents of advanced players love that they can go to the next level and advance their play.”
Third is year-round community engagement. The league hosts free movie nights, organizes group outings to Rams games at SoFi Stadium and the Rose Bowl, coordinates youth football nights at local colleges, runs food drives for the Simi Valley Senior Center, and provides coffee and donuts for city-wide first responders at Christmas.
These activities serve a strategic purpose beyond goodwill. They build relationships and loyalty that extend far beyond the playing field.
Managing the Parent Challenge
Shannon Pugh’s biggest operational challenge has been navigating changing parental expectations. With nearly four decades in sports, she has witnessed significant shifts in youth sports culture, with parents increasingly focused on individual achievement over team success.
“Parents have changed over the years and become very focused on their child instead of the team,” she observes. “It’s not easy.”
Her solution centers on relationship building. The league’s extensive off-field programming allows parents to connect with Shannon Pugh and her partner Mike personally, gaining insight into their values and decision-making process. Shannon Pugh describes her early years in flag football as “the 1800s with USA Football,” when operators handled everything independently without support infrastructure. When RCX Sports announced its takeover in 2019, she felt genuine concern. She and Mike had invested their life savings into building the league with zero external support.
She called RCX immediately. Izell spent 47 minutes on the phone outlining RCX’s vision and commitment to operators. Shannon Pugh asked direct questions about protecting her investment and received detailed, reassuring answers.
“He was great and assured me he had a plan and proceeded to explain,” Shannon Pugh recalls. “He has delivered.”
The partnership has provided marketing support, operator summits, tournament opportunities, vendor connections, sponsor relationships, and operational tools that have elevated the league’s capabilities. Shannon Pugh was recently nominated for a female league operator award, an honor she attributes partly to RCX’s broader impact on flag football’s growth and visibility.
As Shannon Pugh approaches retirement, she envisions her children and grandchildren continuing the work. But she has made one thing clear about NFL FLAG Ventura County’s identity.
“We are not just a flag football league,” she emphasizes. “We are a part of this community, and if we can give back, we do.”

Shannon Pugh’s guidance focuses on sustainable growth over rapid expansion. “Start and grow at an even pace,” she advises. “Do not rush to grow big fast, but work with purpose. It is better to have a family come back season to season than a one and done.”
Retention requires creating something families cannot imagine living without through consistent value, genuine community, and a sense of purpose beyond wins and losses.
