How Ohio’s PE Waiver Currently Works
Ohio requires 120 hours of physical education to graduate high school. Districts can grant PE waivers to students involved in school-sponsored activities, including interscholastic sports, marching band, show choir, cheerleading, and Junior Reserve Officers’ Training Corps.
House Bill 304, sponsored by Reps. Tom Young and Melanie Miller, would expand the waiver to cover club sports, youth sports organizations, and other athletic activities that take place off school grounds.
To qualify, students would need to complete at least 120 hours of participation (roughly two athletic seasons) and submit verification signed by a coach or instructor and a parent or guardian. Districts would retain authority over which outside activities are eligible.
Students Built the Case for the Bill
The legislation was developed with input from several Centerville-area students before being introduced in the House Education Committee last year.
Kate Wallace, a former student body representative from Dayton, told lawmakers that the bill is about fulfilling the purpose of PE, not bypassing it. “Club sport athletes deserve the same academic recognition and accreditation for their efforts as athletes who play for a school team, marching band or any other approved waiver activities,” she said during the bill’s second hearing in October.
Rachel Schlagheck, a sophomore who plays hockey for the Ohio AAA Blue Jackets, testified that she trains multiple times a week and often returns home late after traveling to practice. She described HB 304 as recognition that organized sports and training should count as valid physical activity.
The Equity Gap in Current Policy
As the policy stands, a student on the high school basketball team qualifies for a PE waiver. A student who trains at the same intensity on a travel team does not.
Centerville City Schools Board of Education member Amanda Graf submitted written testimony noting that many schools do not have enough roster spots or activity offerings to accommodate every student who wants to participate. Club and travel sports fill that gap.
Student Titus Le testified that HB 304 would make the system more equitable by recognizing all forms of physical activity, not only those tied to a school athletic program.
Why Some Lawmakers Want to Pump the Brakes
Rep. Sean P. Brennan of Parma argued during hearings that PE classes deliver more than exercise. He pointed to instruction in anatomy, nutrition, cross-training, and injury prevention, along with exposure to sports students might not otherwise try.
Brennan also raised broader concerns about youth sports culture, suggesting students are being pushed into athletics at the expense of long-term physical health. Rep. Young acknowledged that point but noted that students face injury risk in gym class as well as in sports.
Where the Bill Stands Now
HB 304 has not had a hearing since late October. However, Gov. Mike DeWine’s recent public praise of the bill’s K-8 recess provision during his State of the State address suggests the broader legislation is still being workshopped.
If passed, the bill would give Ohio districts a framework to recognize club and travel sports within the existing PE waiver structure, a shift that could affect how thousands of student-athletes manage their academic schedules.
