A Year Out, Houston Reveals Its Legacy Blueprint
With the 2026 FIFA World Cup now one year away, the Houston World Cup Host Committee has unveiled Freekicks Soccer, a legacy initiative that goes well beyond the typical pitch renovation photo op. The program will build and refurbish 23 soccer fields in high-need neighborhoods while funding more than 1,200 annual club soccer scholarships for underserved youth.
Houston World Cup Host Committee President Chris Canetti called the result the best-case scenario.
“This is the dream version,” Canetti told Sports Business Journal. “We’ve accomplished more than we probably expected. This was the goal, this was the vision and we’re beyond thrilled that we have been able to pull this off.”
More Than Fields: Full Club Access for Underserved Kids
What sets the Freekicks program apart from other host city legacy efforts is its focus on sustained participation, not just infrastructure. The scholarships are designed to give kids from lower-income households the same club soccer experience available to more affluent families: a team, a uniform, a coach, twice-weekly practices, and regular weekend competition.
“We wanted to make sure that kids were on a team and they had a uniform and they practiced twice a week and they had a coach and they won and lost on Saturdays when they had games consistently,” Canetti said. “We wanted to give them that full experience.”
Five Houston-area clubs are participating in the program: Albion Hurricanes FC, Baytown Saints Youth Soccer Club, GFI Academy, HTX Soccer, and SG1 Soccer Club. Those five clubs are collectively investing approximately $1.5 million.
Funding the Initiative: Texas Advantages and Local Buy-In
The host committee did not disclose the total financial commitment behind Freekicks Soccer, but its ability to announce a program of this scale signals strong fundraising results. Houston and Dallas both benefit from the Texas Major Events Reimbursement Program, which provides millions in state support. Houston has also secured seven local sponsorships through FIFA’s Host City Supporters program, with additional revenue available through private donations and limited hospitality and ticket sales.
Canetti said any surplus funds from Houston’s overall World Cup operations will flow into the scholarship program through grants to local clubs.
What Freekicks Means for the Youth Soccer Ecosystem
The Freekicks model is notable for the youth sports industry because it directly ties a mega-event to long-term community programming. Rather than stopping at capital improvements, Houston is embedding ongoing operational costs, like coaching and league fees, into the plan.
“I don’t think this happens without a World Cup being in Houston,” Canetti said. “Having the World Cup here created a moment in time that we were able to leverage to bring everybody together to make something substantial happen.”
For the five participating clubs, the program represents a new pipeline of players who might never have entered the club system. For the broader youth soccer industry, it offers a template for how host cities can use global events to drive measurable, lasting access.
