The plan also targets nearly tripling downtown residents from about 3,800 today to more than 10,000 over the next decade, with college students and state workers cited as priority audiences.
Sports Tourism Push Already Underway
Adjacent sports-related developments are in motion alongside the youth sports complex. The Hilton Baton Rouge Capitol Center will be renovated into a Sports Illustrated Resort and positioned as the go-to lodge for fans visiting LSU and Southern University.
The Raising Cane’s River Center, a riverside venue, is set for redevelopment that would include a 350-room hotel and an updated ballroom to support events and conventions. The north riverfront concept also calls for relocating the USS Kidd and building a Veterans Museum near The Queen casino, connecting that area directly to the planned sports and entertainment complex.
Financing Through Public, Private, and TIF Dollars
To kickstart implementation, the plan recommends a Riverfront Incentive Overlay District, a designated zone offering financial incentives for development. It also proposes a riverfront tax increment financing district, where developers fund projects through loans repaid with sales tax collections from the district.
